摘要
衡量高职院校社会服务绩效水平高低的常规评价指标主要有人才培养、科技服务和社会培训。利用“双高”院校2022年质量年度报告中的数据,采用熵权TOPSIS法测度“双高”院校社会服务绩效水平高低,并用障碍度模型和多元回归模型分析其中的障碍因子和影响因素。研究结果表明:大多数省份社会服务总绩效处于中等水平,并在三个评价指标上存在发展差异;区域发展不均衡现象较突出。影响社会服务绩效的前三位障碍因子是公益性培训时间、非学历培训时间和专利成果转化数量。城市常住人口、“双师”教师比例、企业提供设备值、在校生数对社会服务绩效产生正向影响;第三产业占比、规模以上工业企业数、学校经费来源对社会服务绩效产生负向影响。由此提出建议:补齐短板,促进社会服务绩效全面发展;精准对接劳动力市场,提升培训规模与质量;合理设置专业结构,谨防过度设置第三产业专业;加强与企业特别是中小微企业的合作。
The conventional evaluation indicators for measuring the level of social service performance in vocational colleges mainly include talent cultivation,technological services,and social training.This study utilizes the data from the 2022 annual quality reports of“Double High”colleges,employs the entropy weighted TOPSIS method to measure the level of social service performance of“Double High”colleges,and analyzes obstacle factors and influencing factors with obstacle degree models and multiple regression models.The results show that the total performance of social services in most provinces is at a medium level,with developmental disparities across the three evaluation indicators;regional development disparities are particularly prominent.The top three obstacle factors that affect the social service performance of colleges are duration of training for public welfare,duration of non-diploma training and the number of patent achievements converted.The permanent urban population,the proportion of“double qualified”teachers,the value of equipment provided by enterprises and the number of students in colleges have a positive impact on social service performance.The proportion of the tertiary industry,the number of industrial enterprises above designated size and the source of college funds have a negative impact on social service performance.Based on these findings,some suggestions are put forward:Fill in the gaps and facilitate comprehensive development of social service performance;Accurately connect with the labor market and improve the training scale and quality;Reasonably set up the professional structure and guard against excessive setting of tertiary industry majors;Strengthen cooperation between colleges and enterprises,especially with micro,small and medium-sized enterprises.
