摘要
自中美贸易战后,尽管中美关系处于战略竞争乃至对抗的局面,备受学术界和社会各界人士关注,但在公共卫生等非传统安全领域仍然有较为广阔的合作空间和前景。中美政府间的公共卫生合作主要体现在两国疾病预防控制中心之间的技术合作。自改革开放以来,合作历程可以划分为合作发展阶段(1979-2002年),合作深入阶段(2003-2016年),以及合作倒退阶段(2017-2020年)。通过文献和相关资料的梳理和整合,可以发现既往的合作主要呈现三大特点:合作内容以传染病防治为主线,合作形式从技术援助逐渐转向平等共建,合作机制从双边合作逐步转向多边合作。在新型冠状病毒感染疫情趋于平缓的背景下,两国为了应对未来的突发性公共卫生危机,可继续以传染病防控为重点,将维护卫生安全作为开展公共卫生合作的主要驱动力,同时拓展在全球卫生领域的合作。未来两国能否开启新的公共卫生合作阶段,或对两国乃至全球公共卫生安全产生深远影响。
Since the trade war between the United States and China,despite their strategic rivalry and even hostility,with academics and people from all walks of life concerned,China and the US still have a lot of room for collaboration in non-traditional security areas like public health.Technical cooperation between the two nations'Centers for Disease Control and Prevention is the most visible manifestation of public health cooperation between the US and Chinese governments.The history of cooperation can be divided into three stages since the reform and opening up:progress(1979-2002),deepening(2003-2016),and regression(2017-2020).By reviewing and combining the relevant literature and information,it can be determined that the past cooperation primarily exhibited the following three major characteristics:the cooperation's focus was primarily on the prevention and control of infectious diseases,its form gradually changed from technical assistance to equal co-construction,and its mechanism gradually changed from bilateral to multilateral cooperation.In light of the COVID-19 epidemic's halting spread,the two countries can continue to focus on infectious disease prevention and control,making health security the primary driver of public health cooperation while expanding global health cooperation in response to future sudden public health crises.Whether or not the two countries can enter a new phase of public health cooperation in the future might have a significant impact on both countries'and the world's public health security.
