摘要
我国韧性城市建设实践已将校园作为避难场所纳入应急管理体系,但在校园设计、建设、运营中兼顾城市应急功能缺乏相应的规范标准和政策指引。本文系统梳理日本校园兼顾城市应急功能的演进历程,结合政策解读与案例分析总结其实现机制及空间设计策略,以分析凝练日本经验为基础提出适用我国城市应急需求的校园设计相关建议。
In China's practice of building resilient cities,campuses have been incorporated into the emergency management system as emergency shelters.However,the design,construction and operation of campuses must be guided by corresponding standards and policy guidelines considering urban emergency functions.This paper systematically reviews the evolution of Japanese campuses taking into account urban emergency functions,and summaries their implementation mechanism and spatial design strategies by combining policy interpretation and case studies.This paper proposes relevant recommendations for the campus design,considering urban emergency functions in China based on the analysis and condensation of Japanese experience and inspiration.
