摘要
本文基于2020年和2021年397家科技型中小企业的跟踪调查数据,运用双重差分法实证分析创新型政府采购和创新券两种需求侧创新支持对中小企业创新的影响。结果发现,创新型政府采购和创新券均具有显著的产出增量效应,经过稳健性检验后结果依然成立。异质性分析表明,相较于中型企业和国有企业,两种需求侧创新支持对小微企业和非国有企业的产出增量效应更加显著。机制分析显示,创新型政府采购通过正向影响企业的创新投资及风险承担行为,创新券通过正向影响企业的创新投资及外部资源利用,最终促进了产出增量效应的形成。进一步组合效应检验发现,两种需求侧创新支持与加计扣除的组合具有正协同效应,而与创新基金的组合使用效果为无协同。
Based on the follow-up survey data of 397 small and medium-sized technology-based enterprises in 2020 and 2021,this paper empirically analyzes the impact of two demand-side innovation support tools of innovation-oriented public procurement and innovation vouchers on SMEs’innovation by using the method of Difference-in-differences.The findings demonstrate a significant output additionality effect for both innovation-oriented public procurement and innovation vouchers,and the findings hold up after robustness testing.The heterogeneity analysis shows that,compared with medium-sized enterprises and state-owned enterprises,the output additionality effect of the two demand-side innovation supports on small and micro enterprises and non-stateowned enterprises is more significant.The mechanism test shows that innovation-oriented public procurement has a positive impact on SMEs’innovation investment and risk-taking behavior,and innovation vouchers have a positive impact on SMEs’innovation investment and external resource utilization,which finally resulting in output additionality.Further portfolio effect testing revealed that combining the two demand-side innovation supports and the additional deduction policy has a positive synergistic effect,whereas combining them with the innovation fund subsidy does not.
