摘要
上海应积极应对国内外产业竞争环境的重大变化,在传统优势产业和先导产业新赛道上尽快实现消费市场份额最大化,加快构建以科技创新为主体的数字经济、“双碳”工程、智慧建设等现代科技产业体系。聚焦未来科技创新技术,在纵向突破和横向链接上顺势而为,形成支撑科技产业高端化发展的体制机制,不断强化上海科创产业发展的内生动力和外延支撑,全面布局科技创新支撑消费生态体系建设的战略格局,通过科技创新对高效集成的综合产业形态和生活场景进行重塑。
Shanghai should actively respond to the major changes in the competitive environment of domestic and foreign industries,take the lead in maximizing the consumer market share in the traditional advantageous industries and the new track of pioneer industries,and accelerate the construction of a modern science and technology industry system with science and technology innovation as the main body,such as the digital economy,green low-carbon,and wisdom construction.We should focus on future science and technology innovation technology,follow the trend in vertical breakthroughs and horizontal links,form the institutional mechanism to support the high-end development of science and technology industry,continuously strengthen the endogenous power and external support for the development of Shanghai’s science and technology innovation industry,comprehensively lay out the strategic pattern of science and technology innovation to support the construction of the consumption ecosystem,and remodel the efficiently integrated and comprehensive industrial forms and living scenarios by means of science and technology innovation.
