摘要
绿色信贷通过优化资金配置,调节资金流向绿色低碳领域,对降低碳排放进而助力生态文明建设具有重要意义。本文构建绿色信贷、碳排放与环境监管的理论分析框架,并采用2008—2020年省级面板数据,通过空间杜宾模型实证分析绿色信贷对碳排放的空间溢出效应及环境监管的调节效应,并进一步考察绿色信贷降低碳排放的中介机制。研究表明,绿色信贷对碳排放具有显著的抑制效应和空间溢出效应;环境监管在绿色信贷对碳排放的抑制效应中发挥显著的调节作用,但是在空间溢出效应中只有政府环境监管具有调节作用,而公众环境监管的调节作用并不明显;绿色信贷可以通过促进绿色技术创新和推动产业结构升级抑制碳排放。本文的研究一定程度上丰富了绿色信贷抑制碳排放的理论分析,为进一步完善绿色信贷政策和发挥环境监管作用从而推动实现“双碳”目标提供了一定政策启示。
Green credit is of great significance in reducing carbon emission and contributing to the construc⁃tion of an ecological civilization by optimizing the allocation of funds and regulating the flow of funds to green and low-carbon areas.This paper constructs a theoretical analysis framework of green credit,carbon emission and en⁃vironmental regulation,and uses 30 provincial panel data from 2008-2020 to empirically analyze the spatial spill⁃over effect of green credit on carbon emission and the regulation effect of environmental regulation through a spa⁃tial Durbin model,and further explore the mediation mechanism of green credit to reduce carbon emission.The study shows that green credit has significant inhibitory effect and spatial spillover effect on carbon emission.Envi⁃ronmental regulation plays a significant moderating role in the inhibitory effect of green credit on carbon emis⁃sions.However,only government environmental regulation has a moderating role in spatial spillovers,while the moderating role of public environmental regulation is not obvious.Green credit can curb carbon emission by pro⁃moting green technological innovation and industrial structure upgrading.To a certain extent,the research in this paper enriches the theoretical analysis of green credit to curb carbon emission,and provides certain policy insights for further improving the green credit policy and playing the role of environmental regulation so as to promote the realization of the goal of"carbon peaking and carbon neutrality".
