摘要
城市创新水平的提升离不开产业与城市协调发展,因此在评估地方经济技术开发区升格为国家级经济技术开发区对城市创新的影响作用时,应当考虑产城融合的情况。基于此,将省级经济技术开发区升格为国家级开发区作为一项准自然实验,依据2018年版《中国开发区审核公告目录》,从产城融合视角出发,采用多期双重差分模型考察2009—2019年我国经济技术开发区升格对城市创新水平的影响及其作用路径,并通过平行趋势检验、安慰剂检验等方法进行多种稳健性检验验证。结果表明:开发区升格有效促进其所在城市的创新水平提高;产城融合是升格开发区所在城市创新增长的重要原因,主要通过促进服务共享、要素畅通和协同创新等发挥作用;受地理区位、发展水平影响,开发区升格带来的城市创新数量和创新质量促进效应有所差异;此外,开发区升格政策还具有线性叠加效应,随着开发区升格数量的增加对城市创新的推动作用增强。因此,各地方政府应结合本地区发展实际加快推进开发区升格工作,加快产城融合和产城互促。
The improvement of urban innovation level cannot be separated from the coordinated development of industry and city,so the integration of industry and city should be taken into account when assessing the impact of upgrading local economic and technological development zones to national-level economic and technological development zones on urban innovation.Based on this,the upgrading of provincial-level economic and technological development zones to national-level development zones is used as a quasi-natural experiment,based on the 2018edition of the Catalogue of China's Development Zones Audit and Announcement,using the multi-period doubledifference model,the impact of the upgrading of economic and technological development zones on the urban innovation level in China from 2009 to 2019 and its path of action from the perspective of the integration of industry and city are examined,and the multiple robustness tests are verified by parallel trend test and placebo test.The results show that:the upgrading of the development zones effectively promote the improvement of the innovation level of their local cities;the integration of industry and city is an important reason for the innovative growth of the city where the upgraded zone is located,which mainly plays a role in promoting service sharing,unimpeded elements and collaborative innovation;influenced by the geographical location and development level,the quantity of urban innovation and the promotion effect of innovation quality brought by the upgrading of the development zone are different;in addition,the development zone upgrading policy also has a linear superposition effect,and with the increase of the number of development zones,the promotion role of urban innovation is enhanced.Therefore,local governments should accelerate the upgrading of development zones in the light of the actual development of the region,and accelerate the integration of industry and cities and the mutual promotion of industry and cities.
