摘要
【目的】为贯彻落实国家和河北省关于科研经费使用管理的文件精神,旨在通过落实科研财务助理制度这一举措加强对科研经费的管理,减轻科研人员工作负担,提高科研经费使用效率。【方法】通过问卷调查法,对河北省部分科研院所及高校的科研经费管理和科研财务助理制度落实现状进行调研,运用问卷工具通过数据分析查找分析目前科研经费在管理使用方面存在的问题和原因。【结果】调查结果显示,目前在科研经费管理和科研财务助理制度落实方面还存在诸多问题。【结论】经过比较分析,发现通过落实科研财务助理制度,能够有效促进科研经费管理使用方面的工作,同时结合工作实际有针对性地提出加强科研经费管理和科研财务助理制度落实的对策建议。
[Purposes]This paper aims to implement the document spirit of the state and Hebei Province on the use and management of scientific research funds,strengthen the management of scientific research funds,reduce the workload of scientific research personnel and improve the efficiency of the use of scientific research funds through the implementation of the financial assistant system for scientific research.[Methods]The research group conducted a survey on the management of scientific research funds and the implementation of the financial assistant system in some scientific research institutes and universities in Hebei Province by means of questionnaire,and used questionnaire tools to find and analyze the existing problems and reasons in the management and use of scientific research funds through data analysis.[Findings]The survey results show that there are still many problems in the management of scientific research funds and the implementation of the system of the main body of scientific research.[Conclusions]Through comparative analysis,it is found that the implementation of the research finance assistant system can effectively promote the management and use of research funds.At the same time,combining with the practical nature of the work,the countermeasures and suggestions are put forward to strengthen the management of research funds and the implementation of the research finance assistant system.
