摘要
为了解新时代乡村振兴下农村“三变”改革的情况,以合肥市典型的“三变”改革村社为研究对象,借助问卷调查法,对农村“三变”改革面临的问题进行调查。调查发现:通过改革,有利于盘活农村闲置资产,唤醒农村经济活力,提升农民收入水平。然而,在实际改革中仍存在农民股权意识薄弱、风险防范机制不健全和农村经济发展内生动力不足等问题。基于此,提出通过宣传教育来唤醒农民意识、通过制度建设来健全制度体系以及完善市场培育机制三个方面来提升市场活力的建议,以期推动农村“三变”改革的进一步发展。
In order to understand the situation of rural“three changes”reform in the new era of rural revitalization,the paper,taking the typical“three changes”reform village community in Hefei City as the research object and using the questionnaire survey method,investigates the problems encountered in the reform.The results of the survey show that through the reform,rural idle assets can be revitalized,rural economic vitality can be awakened and farmers’income level can be raised.However,there are still problems in the actual reform such as the weak equity consciousness of the farmers,imperfect risk prevention mechanism and insufficient endogenous power of rural economic development.For this reason,the paper puts forward corresponding countermeasures and suggestions from three aspects,i.e.,awakening farmers’consciousness through publicity and education,perfecting system construction and improving market cultivation mechanism to enhance market vitality in order to promote the further development of rural“three changes”reform.
