摘要
系统完善的学校体育政策体系是推进学校体育高质量发展的加速器.主要借助文献资料法、文本分析法等,对学校体育政策的演进理路、特征及优化建议进行研究.研究结果表明,我国学校体育政策的演进经历了恢复调整期、稳步发展期、逐步深入期和繁荣发展期4个阶段.表现出供给型政策工具应用“适中”,需求型政策工具整体“缺位”,环境型政策工具使用“超支”的特征.基于此,应从优化供给型政策结构,发挥供给型政策效能,增补需求型政策,统筹政策结构比例;调控环境型政策,合理配置内部结构;建立政策动态调整机制,增强政策系统合力方面完善学校体育政策.
The systematic and perfect school sports policy system is an accelerator to promote the high-quality development of school sports.This research mainly uses the method of literature and text analysis to study the evolution,characteristics and optimization suggestions of school sports policy.The results show that the evolution of school sports policy in China has experienced four stages:recovery and adjustment period,steady development period,gradual deepening period and prosperity and development period.It shows the characteristics of“moderate”application of supply type policy tools,“vacancy”of demand type policy tools as a whole,and“overspending”use of environmental policy tools.Based on this,we should optimize the structure of supply oriented policies,give play to the effectiveness of supply oriented policies,supplement demand oriented policies,balance the proportion of policy structure,regulate and control environmental policies,reasonably allocate the internal structure,establish a dynamic policy adjustment mechanism,and enhance the resultant force of the policy system to improve the school sports policy.
