政府治理与劳动力空间流动:基于劳动力就业选址视角

Government Governance and Spatial Mobility of Labor Force:From the Perspective of the Migrants'Job Location

摘要 将2014—2017年全国流动人口动态监测调查数据与地级市层面数据相匹配,采用条件logit模型实证考察政府治理水平对流动劳动力就业选址行为的影响效应及作用机制。研究发现:政府治理水平对劳动力流入具有正向促进作用,政府治理水平每提高1个单位,流动劳动力到该城市就业的概率提高3.5个百分点;稳定预期、收益驱动和就业网络是政府治理水平影响劳动力就业选址行为的重要“就业硬实力”机制,追求公平包容导向则是政府治理水平影响劳动力导入的“就业软实力”机制;政府治理水平对女性、农村户籍、雇员身份、年轻人和受教育水平较高者的劳动力就业选址行为影响效应较大;政府治理水平提高不仅有利于吸引劳动力流入,而且有利于提高流入劳动力的留居意愿,是影响“引进来”与“留得住”的关键因素。 Matching the China Migrant Population Monitoring Survey Data from 2014 to 2017with the data from the prefecture-level cities in the same period,this paper uses the conditional logit model to examine the impact and mechanism of the level of government governance on the job location of migrants.It is found that the level of government governance has a positive effect on the job location of migrants;the probability of job location of migrants will be increased by 3.5 percentage points when the level of government governance is increased by one percentage point;stable expectations,providing a higher income and employment network are the important fundamental mechanisms that the level of government governance has a positive impact on the job location of employment,while fair and inclusive orientation is another supporting mechanism that the level of government governance has a greater marginal effect on those who are female,rural registered resident,employee,and young people and those with higher level of education.The findings indicate that the improvement of government governance is not only conducive to promoting the labor inflow,but also conducive to improving the migrants'willingness to stay,which is the common key factor affecting“bringing in”and“staying”.
