摘要
农业水价综合改革是农业节水的“牛鼻子”,是拓宽灌区建设运维资金筹措渠道的关键抓手。近年来,河套灌区立足灌区实际,认真贯彻落实党中央、国务院关于推进农业水价综合改革的决策部署,各项改革工作扎实推进,为保障农田水利工程良性运行、促进农业节水和农业可持续发展,实现国家粮食安全和水安全战略提供了有力支撑。文章系统总结了河套灌区农业水价综合改革工作的主要做法以及取得的成效,分析了改革过程中存在的问题,并提出对策建议,以期为下一步深入推进农业水价综合改革、推进现代化灌区建设提供参考和借鉴。
The comprehensive reform of agricultural water price is the key to agricultural water-saving,and an important step to open up new sources of funding for irrigation district construction,operation and maintenance.In recent years,based on its actual conditions,the Hetao Irrigation District has earnestly implemented the decisions and plans made by the Central Committee of the Communist Party of China(CPC)and the State Council on promoting comprehensive reform of agricultural water price and has steadily advanced various reforms.These efforts have provided strong support for ensuring the sound operation of farmland water conservancy projects,boosting agricultural water saving and sustainable development,and implementing China s national strategies on food security and water security.This article systematically summarizes the main practices of and the results achieved in the comprehensive reform of agricultural water prices in the Hetao Irrigation District,analyzes problems in reform,and puts forward countermeasures and recommendations.It aims to provide reference for future efforts to deepen the comprehensive reform of agricultural water prices and advance the development of modern irrigation districts.
