摘要
城乡发展不平衡、农业农村发展不充分是共同富裕目标下社会主要矛盾的集中体现。文章运用“问题提出、历史梳理、内在逻辑、路径探索”的研究框架,梳理了共同富裕视角下中国城乡关系在四个历史阶段的“制度支撑—生存保障—要素效率—分配公正”百年探索历程,从理论逻辑、历史逻辑和实践逻辑三层逻辑系统阐释了中国式现代化道路上共同富裕目标与城乡融合发展的内在逻辑,并提出应全面加快农业农村现代化治理乡村相对贫困,探索城乡生态文明与精神文明成果全面共享的路径方案,优化城乡空间与人口资源分布格局,持续推进乡村振兴和新型城镇化战略协同驱动,探索新时代共同富裕导向下的城乡融合新路径。
The development imbalance of urban and rural areas and the inadequate development of agriculture and countryside are the concentrated embodiment of the main contradictions under the goal of common prosperity.This paper establishes an analytical framework of"question proposal-historical review-internal logic-path exploration",and sorts out the centennial exploration of China's urban-rural relations in four historical periods under the perspective of common prosperity,from"system support-survival guarantee-factor efficiency-distributive justice",and expounds the internal relationship of urban-rural integration and common prosperity from logics of theory,history and practice.To explore the path of urban-rural integration under the guidance of common prosperity in the new era,China should accelerate advancing agricultural and rural modernization to govern rural relative poverty,promote the urban-rural comprehensive sharing of ecological civilization and spiritual achievements,optimize the distribution of urban and rural space and population resources,and promote of rural revitalization and new urbanization strategy collaboratively.
