摘要
党的二十大报告提出,要深入实施科教兴国战略、人才强国战略、创新驱动发展战略,统筹职业教育、高等教育、继续教育(简称为“三教”)协同创新。在全面推进中国式现代化的新时代背景下,统筹“三教”协同创新具有加快建设高质量教育体系、促进人的全面发展与可持续发展、助推国家战略人才力量建设等战略导向价值。“三教”协同创新首先是教育体系自身的协同创新,并以此为策源由内而外,推动教育链—人才链—创新链—产业链的协同创新。借鉴协同创新的相关理论,“三教”协同创新可分为知识协同、组织协同和战略协同三个层面。其中,知识协同是基础,组织协同是关键,战略协同是指引;每个层面均涉及不同主体的互动和各类要素的整合。“三教”协同创新的有效实施还需将有效市场与有为政府有机结合,构建涵盖统筹共建、沟通协调、内生动力、评价促进、政策保障的协同创新运行机制,克服强大的组织惯性,打破各子系统相互独立的状态,形成联动发展态势,推进我国教育体系、人才队伍建设、科技创新高质量发展。
The report to the 20th National Congress proposed that it is necessary to deeply implement the strategy of rejuvenating the country through science and education,the strategy of strengthening the country with talents,and the innovation-driven development strategy,and coordinate the collaborative innovation of vocational education,higher education and continuing education(referred to as“three educations”).Under the background of the new era of comprehensively building Chinese-style modernization,the coordinated innovation of the“three educations”has strategic guiding values such as accelerating the construction of a high-quality education system,promoting all-round human development and sustainable development,and promoting the construction of national strategic talent forces.The collaborative innovation of“three educations”is first of all the collaborative innovation of the education system itself,which is considered as a source to promote the collaborative innovation of education chain,talent chain,innovation chain,and industrial chain from the inside out.Drawing on the relevant theories of collaborative innovation,the connotation of collaborative innovation of“three educations”can be divided into three levels,including the knowledge collaboration,the organizational collaboration and the strategic collaboration.Among them,the knowledge collaboration is the foundation,the organizational collaboration is the key,and the strategic collaboration is the guide.Each level involves the interaction of different actors and the integration of various elements.To effectively implement the collaborative innovation of the“three educations”,it is necessary to organically combine the effective market with the promising government,build a collaborative innovation operation mechanism covering the overall planning and co-construction mechanism,communication and coordination mechanism,endogenous power mechanism,evaluation and promotion mechanism,and policy guarantee mechanism,overcome strong organizational inert
