摘要
为提高地震灾害应急能力建设水平,引入PSR压力-状态-响应理论(Pressure-State-Response),建立地震灾害应急能力评价模型。依据PSR模型,考虑地震灾害风险的致灾因子危险性、承灾体脆弱性和防灾设施服务能力,构建PSR指标体系。采用熵权法和CRITIC法相结合的组合赋权TOPSIS法,依据统计数据,分析各区域地震灾害应急能力水平。依据分析结果,从PSR模型的压力、状态和响应3个方面提出地震灾害应急能力提升策略。此评价模型能为地震灾害应急能力评价提供思路和方法,为地震应急工作的有效开展提供参考。
In order to improve the level of earthquake disaster emergency response capacity,the PSR(Pressure-State-Response)theory is introduced to establish the evaluation model of earthquake disaster emergency response capability.Based on PSR model,we constructed the PSR index system by the risk of disaster-causing factors,the vulnerability of disaster-bearing body and the service ability of disaster-prevention facilities considering earthquake disaster risk.Then,we use the statistic data to analyze the earthquake disaster emergency response capacity of each region by the combination weighted TOPSIS method,which is a combination of the methods of entropy and CRITIC.Finally,countermeasures to improve the earthquake disaster emergency response capacity are put forward from the three aspects,such as the pressure,the state and the response of PSR model according to analysis results.The study in this paper could provide a method for evaluating earthquake disaster emergency response capability,and a reference for developing earthquake emergency response.
