摘要
澳大利亚在建设教育强国过程中积累了丰富经验。第一,明确各教育阶段的培养重点、注重各级各类教育互通衔接、彰显学校办学特色,打造重点明确、衔接灵活与特色鲜明的教育体系。第二,确保教育资助覆盖各教育阶段,基于教育需求给予有差别的教育资助。第三,出台教师专业标准推动教师专业发展,建立灵活有序的教师流动制度,提供激励性福利待遇,优化师资队伍质量与配置。第四,发布国家STEM学校教育战略,创办STEM特色学校,开展多样化STEM教育项目,推进学校STEM教育实施。第五,促进国际教育对象与服务的多元化,发展与国家技能需求匹配的国际教育,为国际学生提供多方位保障,推动教育国际化。
Australia has accumulated rich experience in the process of building an education power.First,Australia clarifies the focus of each education stage,values the interconnection of all levels and types of education,and highlights the school characteristics,therefore creating an educational system with clear focus,flexible connection and distinctive features.Second,Australia ensures that education funding covers all stages of education,and diffrentiates the fundings based on specific educational needs.Third,Australia has published the Australian Professional Standards for Teachers to promote teachers’professional development,established a flexible and orderly teacher transfer system,and provided incentives and benefits to optimize the quality and allocation of teachers.Fourth,Australia has released the National STEM School Education Strategy,established STEM-featured schools,carried out diversified STEM educational projects to facilitate the implementation of STEM education in school.Fifth,Australia promotes the diversity of international education targets and services,develops international education that matches the national skills needs,and provides comprehensive gurantees for international students,so as to advance the internationalization of education.
