质量是志书成为信史的根本保障。志书质量涉及志书的方方面面,但最根本的是志书内容的质量。首先,政治质量是志书内容质量把控的首要问题,志书编纂必须旗帜鲜明地讲政治;其次,清晰的历史逻辑是志书内容质量把控的重点,也是衡量志书价值的重要依据;再次,不同历史时期专业(行业、事业)概念表述的准确性是志书内容质量把控的要点,也是衡量志书权威性的重要指标。新一轮志书在内容质量把控上的创新与突破路径包括:一是在“大历史”视野下解读新时代地方志编纂工作,为志书质量把控提出更高标准。二是严格以党的三个历史决议和党中央有关精神为准绳,作为志书内容质量把控的根本遵循。三是完善制度规范,为志书内容质量把控提供保障。四是建立好4支队伍是志书内容质量保障的关键。
Quality is so fundamental that it guarantees local records to keep down history in credibility.Although local records quality touches upon all aspects of local records,the most fundamental is the quality of local records'content.Firstly,political quality is the primary issue in local records'content quality control,which means that local records compilation must take politics into account openly and clearly.Secondly,a distinct historical logic is the key point in local records'content quality control and an important measurement of local records value.And lastly,the precision of professional(industrial,entrepreneurial)expression is pivotal in local records'content quality control and an important measurement of the authoratativeness of local records.Innovations and breakthroughs of the latest round of local records in terms of content quality control includes:Firstly,interpreting local records compilation work in the new era with the perspective of“a grand history”,and putting forward higher standards for local records'quality control.Secondly,strictly following the guidelines of the CPC's three historical decisions and related requirements of the Central Committee.Thirdly,perfecting systems and standards to provide guarantee for local records'content quality control.And Fourthly,well built-up of the four teams is crucial for local records'content quality control.
