摘要
文章从均等化概念的初始涵义出发,提出公共体育设施均等化测度的新思路。以湖南省14个市(州)为研究案例,通过选取2021年湖南省与各市(州)公共体育设施统计数据,采取主客观权重法计算各市(州)公共体育设施的供给水平空间分布特征;提出体育人口的概念,并建立体育人口测算体系,设定一个人口、GDP、现有体育设施的供给水平取全省均值的虚拟市(州),通过测算其体育人口和公共体育设施的供给数据获取公共体育设施需求与供给之间的换算系数,然后据以计算全省各市(州)的需求水平,最后通过均等化测度指数判定各市(州)的均等化类型,得出以下结论:衡阳、常德和郴州3市供给与需求处于基本均衡状态,长沙、株洲、岳阳3市和湘西州供给不足,益阳、怀化和张家界3市供给过剩,湘潭、娄底、邵阳、永州4市属于供给稍过剩。文章研究结论可为公共体育设施的均等化配置与建设运营提供参考。
On the basis of fully grasping the relevant research status at home and abroad and starting from the initial meaning of equalization concept,this paper puts forward a new idea of equalization measurement of public sport facilities.Based on the statistical data of public sport facilities in 2021 and taking 14 prefecture-level cities in Hunan Province as the case study object,it uses the subjective and objective weight methods to calculate the supply level of public sport facilities in 14 prefecture-level cities of Hunan Province.It puts forward the concept of sport population,and establishes the measurement system of sport population.It set a virtual prefecture-level city with population,GDP and the supply level of existing sport facilities to take the mean value of the whole province.It obtains the conversion coefficient between the demand and supply of public sport facilities by calculating the supply data of its sport population and public sport facilities,and then calculates the demand level of prefecture-level cities.Finally,according to the equalization index,it determines the equalization type of each prefecture-level city.It is concluded that:1)The supply and demand of Hengyang,Changde and Chenzhou are in a state of basic equilibrium.2)Changsha,Zhuzhou,Yueyang and Xiangxi Tujia and Miao Autonomous Prefecture are in a state of short supply.3)Yiyang,Huaihua and Zhangjiajie are in a state of excess supply.4)Xiangtan,Loudi,Shaoyang and Yongzhou are in a state of slightly excess supply.It has reference and guiding significance for the construction-operation and the equalization allocation of public sport facilities in Hunan Province.
