摘要
数字政府建设可能优化企业的营商环境,进而促进数字经济的发展。研究以2021年92个城市为样本,使用数字政府发展指数报告测度各城市数字政府建设情况,以中国城市数字经济产业融合指数测度城市数字经济发展程度,以数字治理能力、数字服务水平以及数字化基础设施分别作为营商环境替代指标,在此基础上进行计量分析。结果表明,城市数字政府建设情况对城市数字经济的发展有着显著的正向影响,这一结论在以同等级其他城市数字政府建设指数平均值作为工具变量等方式进行稳健性检验后依然成立。作用机制分析显示,营商环境的优化是数字政府促进数字经济发展的重要机制。此外,当经济发展水平较高时,营商环境优化在数字政府建设与数字经济发展之间的中介效应会显著增强,具有被调节的中介效应,东部城市数字政府建设对数字经济发展的促进作用明显大于中西部城市。
The construction of digital government may optimize the business environment for enterprises and thus promote the development of the digital economy.This study takes 92 cities in 2021 as samples,uses the Digital Government Development Index report to measure the construction of digital government in each city,uses the industrial integration Index of China's urban digital economy to measure the development degree of urban digital economy,and uses digital governance ability,digital service level and digital infrastructure as alternative indicators of business environment.On this basis,the quantitative analysis is carried out.The results show that the construction of urban digital government has a significant positive impact on the development of urban digital economy,and this conclusion is still valid after the robustness test by taking the average value of the digital government construction index of other cities at the same level as the instrumental variable.The analysis of the mechanism of action shows that the optimization of the business environment is an important mechanism for the digital government to promote the development of the digital economy.Futhermore,when the level of economic development is high,the intermediary effect of business environment optimization between the construction of digital government and the development of digital economy will be significantly enhanced.which has a moderated intermediary effect.The promotion effect of the construction of digital government in eastern cities is significantly greater than that of the central and western cities.
