高原山地城市安全韧性家园构筑——云南省防震减灾避难场所规划策略优化研究 被引量:1

Construction of safe and resilient homes in plateau mountain cities:optimization of refuge planning strategy for earthquake prevention and disaster reduction in Yunnan Province

摘要 高原山地城市在遭受地质灾害时,有着灾前预测效果差,灾时持续时间长,灾后恢复效率低的特点。为构筑“人人安居”的安全韧性家园,本文基于USGS监测校正后数据,对云南省地震灾害情况进行地震点位、地震频率、震级强度和断层距离分析;结合分析结果,以普洱市为典型,利用植被覆盖数据、地震断层数据、土壤类型数据和地形坡度等土地资源数据构建地震安全韧性指标评价体系,并利用熵权法确定指标权重,栅格计算得出实际地域层面地震安全韧性空间分布情况;再结合防灾减灾规范和应急避难场所规划要求进行静态指标分析,构建城市道路网络,分析动态可达性。结果表明:当下高原山地城市防震减灾避难场所规划往往停留在静态人均指标层面,缺乏对自然资源要素的综合分析,在交通路线单一的高原山地城市中应急避难场所的可达性远不达标,据此提出优化策略。 Plateau mountain cities suffering from geological disasters are characterized by poor prediction before,long duration during,and low recovery efficiency after a disaster.Aiming to build safe and resilient homes,this paper analyzes the seismic point location,earthquake frequency,earthquake magnitude,and fault distance of the 21 May 2021 earthquake disaster in Yunnan Province based on the United States Geological Survey monitoring and correction data.Combined with the analysis results,taking Pu'er City as a typical city,an evaluation system incorporating a seismic safety toughness index was constructed using land resource data,including vegetation cover,seismic fault,soil type,and topographic slope data.The entropy weight method was used to determine the index weight.The spatial distribution of the seismic safety toughness level at the regional level was obtained via grid calculations.Finally,disaster prevention,mitigation norms,and emergency shelter planning requirements were combined with a static index analysis,construction of urban road networks,and dynamic accessibility analysis.The results show that the current planning for earthquake protection and disaster reduction shelters in plateau mountain cities often remains at the level of a static per capita index,lacking a comprehensive analysis of natural resource elements.The accessibility of emergency shelters in plateau mountain cities with single traffic routes is far from the standard,and optimization strategies are proposed for this phenomenon.
