变化环境下苏南运河洪涝特性及治理对策研究

摘要 受三级航道整治工程、区域下垫面条件和极端气候等变化环境影响,苏南运河成为太湖流域“涨水快、退水慢、水位高”的高水河道和防洪排涝突出薄弱处。基于实测水文资料,结合水动力模型手段,对2016年流域特大洪水发生时期苏南运河实况洪水过程开展分析模拟,结果表明,在各项治理措施实施后,可以分段解决运河洪涝水出路,降低运河沿线洪水位。研究发现,在苏南运河上游湖西区段,河道汇流以北排长江和沿运河下泄为主,武澄锡虞区、阳澄淀泖区段水流去向受长江和太湖两侧洪(潮)水位影响,当外部长江水位较高时,通过运河调蓄缓排是主要洪水出路。结合区域治理情况,按照“扩大外排、增加调蓄、控制下泄”的分段治理理念提出相应对策措施。 Affected by the changing environment including forth-to-third-class channel upgrading project,underlying surface condition and extreme climat,the Southern Jiangsu Canal has become a prominent weak link in the flood control systems of Taihu Lake Basin with the characteristics of“fast rising water,slow retreating water,higher water level”.Based on the measured hydrological data and combined with the hydrodynamic model,this work simulated the actual flooding process of the southern Jiangsu Canal during the major flood in 2016.The results show that after the implementation of various treatment measures,the flood drainage of the canal can be solved in stages and the flood level along the canal can be reduced.The study found that in the Huxi hydraulic section of the southern Jiangsu Canal,the concentration of channel is dominated by drains northward into the Yangtze River and discharge along the southern Jiangsu Canal,where the water goes in the Wucheng Xiyu hydraulic section and the Yangcheng Dianmao hydraulic section would be affected by the flood(tide)water level on both sides of the Yangtze River and Taihu Lake.When the water level of the external Yangtze River is high,the storage and slow drainage through the canal is the main flood outlet.Combined with the actual situation of the region,this work put forward countermeasures according to the governance philosophy of“expanding external discharge,increasing storage capacity,and controlling downward release”.
