摘要
岸线空间管控是河(湖)长制体系管理与完善的重大举措,秉持着“生态优先、协调布局、集约开发、统筹管理、永续利用”的原则,其目标在于以岸线保护为前提,合理、有效利用岸线资源,有序推进区域经济社会高质量发展,实现在保护中开发,在开发中落实保护的目标。本次以西藏自治区中部的内流湖A为研究对象,在对岸线保护利用现状和发展需求全面调查的基础上,多途径系统分析湖区多年平均水位、高水位及其变化规律,并以此为依据划定岸线边界线;综合生态红线、自然保护区及区域发展情况,确定岸线功能区类别,并制定针对性的管控和保障措施,研究结果可为同类高原湖泊的岸线规划提供借鉴。
tThe spatial control of shorelines is a major measure for the management of and improvement the river(lake)chief system,adhering to the principles of"ecological priority,coordinated layout,inten sive development,coordinated management,and sustainable utilization".Its goal is to make reasonable and effective use of shoreline resources based on the premise of shoreline protection,and orderly promote high-quality development of regional economy and society,by which,the target of developing while protecting and implementing protection during development can be achieved.Taking an inland lake named A in the central part of Tibet Autonomous Region as the research object,the current status of shoreline protection and utilization,as well as the development needs were investigated comprehensively.In addition,the multi-year average water level,high water level and its variation law in the lake area were also systematically analyzed through multiple channels.On the basis,the shoreline boundary line of the lake was delineated.By combining the comprehensive ecological red line,the development situation of nature reserves and the region,the category of shoreline functional areas was determined,and targeted control and guarantee measures for the lake were also developed.The research results can provide some reference for shoreline planning of similar plateau lakes.
