摘要
粮食安全是国家安全的重要基础。当前,国际形势复杂多变,利用国际市场和资源的难度加大,着力提升“以我为主”的国家粮食安全综合保障能力具有重要意义。文章通过历史回顾,发现我国粮食产量的提升是在生产不断“北移”并越发向少数主产区集中的过程中实现的,同时人口持续向南部、东部聚集,粮食生产和消费的空间分离程度扩大,粮食流通的压力持续加大。在这种背景下,确保国家粮食安全必须把加强粮食综合生产能力与加强粮食综合流通能力结合起来,促进供求更好匹配、产需更好衔接。
Food security is an important foundation of national security.At present,the international situation is complex and changeable,utilizing international markets and resources is faced with higher difficulties,and it is of great significance to focus on improving the comprehensive security capacity of national food security,which is main⁃ly based on me.Through historical review,this paper finds that the improvement of grain output in China has been achieved in the process of continuous“northward migration”of production and growing concentration to a few main production areas.At the same time,the population continues to gather in the south and east,the spatial separa⁃tion of grain production and consumption has expanded,and the pressure of grain circulation continues to increase.Against this background,ensuring the national food security necessitates the combination of strengthening the inte⁃grated food production capacity with strengthening the integrated food circulation capacity to promote a better match between supply and demand and a better connection between production and demand.
