广州市留用地兑现及高效开发利用模式探讨 被引量:2

摘要 留用地是政府征收农民集体土地后,按照征收土地面积和留用地核定比例,用于被征收土地农民集体经济组织开展生产的建设用地,是一种征收补偿安置措施。受国土空间规划、新增建设用地指标和规划选址的制约,广州市留用地历史欠账严重;农民集体自主开发经营、产业导入能力薄弱,又造成已供留用地开发利用效率低下,形成新的存量低效用地问题;对于市场主体而言,留用地合作开发受到土地性质、容积率、土地供应和不动产登记环节的影响,对市场的吸引力不足。通过对广州市留用地的兑现和开发利用模式的研究,总结出留用地存在兑现难、入市流转难、开发利用低效、监管缺失等4个问题。本文根据已有的留用地兑现开发案例和政策分析,提出多元化的留用地兑现模式和已供低效留用地开发利用的路径,为留用地政策的制定提供建议[1],为现状低效用地的二次开发提供优化建议。 The reserved land refers to the construction land that is separately arranged for land acquisition and resettlement for rural collective economic organization.The reserved land is compensated in proportion of the actual acquired land area.Due to the limitation of spatial planning of land and newly increased construction land index,Guangzhou is faced with a serious historical problem about reserved land.The village collective's ability of independent management and industrial development is also weak,which has led to inefficiency of development and utilization of reserved land.As for market entities,the cooperative development of reserved land is not attractive due to land attributes,plot ratio,land supply and real estate registration.After research,it is found that there are four problems in the retained land:cashing difficulty,market circulation difficulty,inefficient development and utilization,and lack of supervision.Based on the existing cases and policy analysis on the realization and development of retained land,this paper proposes a diversified cashing mode of reserved land and a path for efficient utilization of it.Some suggestions are provided for the formulation of retained land policy,which can also work as a reference for the secondary development of inefficient land in stock.
