摘要
居民对公共服务设施需求的不断提高使得传统公共服务设施供给与城乡居民日常需求间的矛盾日益突出。“社区生活圈”概念在对城区中公共服务设施布局进行规范的同时,也间接导致城乡公共服务差距日益递增,亟待在城乡融合规划视角下对公共服务设施进行统筹配置。文章基于现有公共服务设施规范标准,结合现状基础、发展潜力和人群需求,对云南普洱市思茅区的城乡地区进行生活圈体系重构,对城区划定5 min步行生活圈、10 min步行生活圈和15 min多方式生活圈,对乡村划定10 min步行生活圈、15 min电动生活圈和30 min机动生活圈,并提出全域生活圈概念。在此基础上,根据地区经济情况、人口规模和发展潜力等因素确定各级公共服务中心,提出城乡融合规划视角下公共服务设施配置优化思路。
The residents’increasing demand for public service facilities is increasingly intensifying the contradiction between the supply of traditional public service facilities and the daily needs of urban and rural residents.While the concept of“neighborhood living circle”regulates the layout of public service facilities in urban areas,it also indirectly leads to the increasing gap between urban and rural public services such that it is urgent to coordinate the allocation of public service facilities from the perspective of urban-rural integration planning.On the basis of the existing specifications and standards for public service facility,combining the current situation,development potential and residents’demand,this paper reconstructs the living circle system in urban and rural areas of Si’Mao District,Pu’er City,Yunnan Province,in which a 5-minute walking life circle,a 10-minute walking life circle,and a 15-minute multi-modal living circle are planned for the urban area.And a 10-minute walking living circle,a 15-minute e-bike living circle,and a 30-minute motor living circle are planned for the rural area,and the concept of whole region living circle is proposed.on this basis,public service centers at all levels are determined according to regional economic conditions,population,development potential and other factors,and optimization ideas of public service facilities from the perspective of urban-rural integration planning are proposed.
