高架火炬排放管控现状初探与深化监管建议

INVESTIGATION OF THE CURRENT SITUATION OF ELEVATED FLARE EMISSION CONTROL AND SUGGESTIONS FOR FURTHER REGULATION

摘要 高架火炬是炼油与化工厂生产中广泛应用且不可或缺的重要设施,因其处理量巨大,燃烧效率不高而成为炼化行业VOC_(S)重大排放源之一,目前我国仍没有成熟的火炬VOC_(S)排放管控技术与标准。通过研究US EPA(美国联邦环保局)技术法规与国内近年来的相关标准,结合对广东省高架火炬管控现状的实地调研,提出了符合炼化行业高架火炬VOC_(S)排放管控的具体工程监管建议与对应的技术发展方向。建议监管包含5个方面:1)热值监控;2)流量监控;3)蒸汽自动调节;4)气体回收;5)黑烟观测。 Elevated flare is an indispensable and important facility for the production in petrochemical industry.Because of its huge processing capacity and low combustion efficiency,it has become one of the major emission sources of VOC_(S).At present,there is no mature flare VOC_(S) emission control technology and standard in China.By studying technology regulations of US EPA(U.S.Environmental Protection Agency)and relevant standards in China in recent years and combining with the site survey results of the current situation of elevated flare control in Guangdong Province,this paper propose specific engineering regulatory recommendations and corresponding technology development directions which are in line with the VOC_(S) emission control of elevated flares in the refining and chemical industry.
