摘要
大学战略规划是对大学未来发展的系统性设计及设想,实行以战略规划为基础的战略管理是现代大学普遍的管理举措。以河北省7所高水平大学的“十四五”战略规划文本为研究对象,运用Nvivo12 Plus质性分析软件,从发展基础与面临形势、指导思想与总体要求、建设任务与主要措施、组织实施与考核评估四个维度分析了典型特征。研究结果表明:对发展基础的重视远高于面临形势,发展基础部分更重视取得成果的总结。对总体要求的重视高于指导思想,总体要求中对发展目标和绩效指标给予了足够重视,指导思想中对愿景的重视不足。涉及全方位变革同时更聚焦人才培养。对战略保障给予足够重视,战略评估重视不足。进而提出针对性优化对策。
University strategic planning is the systematic design and assumption of the future development of the university,and the implementation of strategic management based on strategic planning is a common management measure of modern universities.Taking the 14th Five-Year Plan strategic planning text of seven high-level universities in Hebei Province as the research object,this paper analyzes the typical characteristics from four dimensions:development foundation and situation,guiding ideology and overall requirements,construction tasks and main measures,organization implementation and assessment and evaluation using Nvivo12 Plus qualitative analysis software.The results show that in the dimension of development foundation and facing situation,the importance of development foundation is much higher than that of facing the situation,and the development foundation part pays more attention to the summary of achievements.In the dimension of guiding ideology and overall requirements,the overall requirements are paid more attention than the guiding ideology,and sufficient attention is paid to the development goals and performance indicators in the overall requirements,and insufficient attention is paid to the vision in the guiding ideology.In the dimension of construction tasks and main measures,it involves all-round reform while focusing more on talent training.In the dimensions of organizational implementation and assessment and evaluation,sufficient attention is paid to strategic guarantee,but insufficient attention is paid to strategic evaluation.Then,targeted optimization countermeasures are proposed.
