摘要
立足现实国情与时代特征,把握好小农户与现代农业的衔接特征,是当前做好“三农”工作的重要基准点。理论是行动的先导,将小农户有机并入现代农业发展轨道,需要对两者能否有机衔接做可行性分析,进而探究小农户衔接现代农业过程中存在的农业人口老龄化问题、土地资源整合性问题、小农户内生性问题、政策的精准助农问题等深层次难题。通过多措并举化解老龄化难题、步调一致推进土地资源整合、内外兼顾提升小农户发展能力、精准击靶促进政策落地等路径,引导小农户融入现代农业发展轨道。
Based on the realistic national conditions and characteristics of the times,grasping the connection between small-scale farmers and modern agriculture is an important benchmark for doing well in“three rural”work.Theory is the precursor of action.To organically integrate small-scale farmers into the development track of modern agriculture,it is necessary to conduct feasibility analysis on whether the two can be organically connected,and then explore the deep-seated problems of agricultural population aging,land resource integration,small-scale farmer endogeneity,and precise policy support for agriculture that exist in the organic connection between small-scale farmers and modern agriculture.By taking multiple measures to address the issue of aging,promoting land resource integration in coordinated manner,enhancing the development capacity of small-scale farmers both internally and externally,and accurately targeting policies to promote policy implementation,to guide small-scale farmers onto the path of modern agricultural development.
