摘要
一百多年来,对民本和民主关系的争论,主要有“民本非民主”的否定观、“民本是民主”的肯定观、“民本优于民主”的优越观、“民本和民主可会通”的会通观四种。通过集合间关系分析发现,主张会通观的逐渐较多。民本和民主关系新论认为,要系统理解二者会通,不仅要理解其可能性,也须理解其必然性。而且,要实现会通,必然要以民本弥补民主,形成融合民本理念的新民主,或称“民本民主”。全过程人民民主是二者实现会通的最新形式,不仅具有鲜明的马克思主义特色,而且具有鲜明的“民本民主”本色。当然,其发展也需特别注意几个重要问题。
There are four different opinions on the relationship between the people-oriented doctrine and democracy,i.e.,the negative view holding that the people-oriented doctrine does not belong to democracy,the positive view equating the people-oriented doctrine to democracy,the view arguing for the superiority of the people-oriented doctrine to democracy,and the view that fuses the people-oriented doctrine with democracy.An analysis finds that more and more people support the fusion of the two.In order to fully understand the fusion view,one should understand both the possibility and the inevitability of this opinion.It is necessary to integrates the concept of democracy with the people-oriented doctrine to form a new kind of democracy called the people-oriented democracy.The whole-process people's democracy is the new form of the people-oriented democracy.It carries distinctive Marxist characteristics.It is the people-oriented democracy in nature.In order to better develop it,we also need to pay special attention to several important issues.
