摘要
地方政府数字治理是当前理论研究和实践发展的新兴命题,而地方政府数字治理何以有效亟待探索与解释。本文基于上海市A区“一网统管”的案例发现,数字治理的平台化保障了科层体制对数据与人员的有效统合,科层体制内外资源的动员与协同确保了数字技术的有效赋能,制度化的治理流程和民意回应机制则进一步规范了数字治理过程。科层体制的统合机制、动员机制和权威机制为厘清数字技术精准赋能和有效数字治理提供了三维视角。研究认为,地方政府数字治理的有效之道在于充分发挥了科层自主性的作用,塑造了依托数字治理平台的平台发包制,助推了跨部门合作与治理重心下移。从技术与组织互相适配的角度审视地方政府数字治理的有效之道,有助于深化理解数字时代地方政府治理现代化的推进路径。
Digital governance of local government is an emerging proposition in current theoretical research and practical development,and it is urgent to explore and explain how digital governance of local government is effective.Based on the practice of“One Network Unified Management”in District A of Shanghai,the results demonstrate that the platform of digital governance ensure the effective integration of the people and data in the bureaucratic system,the mobilization and collaboration of resources around the local government ensure the effective empowerment of the digital technology,and the institutionalized governance process and performance assessment further standardize the digital governance process,thus promoting the effective governance of the local government.The hierarchy's unification,mobilization,and authority mechanisms provide a threedimensional perspective for clarifying the precise empowerment of digital technology and sustainable digital governance.Local governments play the role of bureaucratic autonomy in using digital technologies,shaping the platform-based contracting system that relies on digital governance platforms,and contributing to crosssectoral cooperation and downward shift of governance focus.Examining the effective ways of digital governance of local governments from the perspective of mutual adaptation of technology and organization helps deepen the understanding of the promotion path of local government governance modernization in the digital era.
