摘要
法治作为乡村治理的根本保障,是提升乡村治理效能的必然选择,对于促进乡村治理的数字化转型具有重要意义。通过法治,能将乡村数字治理纳入法治化轨道,以规则之治来保障信息技术的安全使用,以权利履行和义务承担来防范信息技术的滥用,进而建立起安全、高效、智能的数字治理体系。然而,配套制度不完善、治理主体权责不明晰以及监督制约机制不健全等现实窘境,使得乡村数字治理中的法治建设面临着不少的阻碍,影响了乡村治理效能的提升。为此,必须要在法治的轨道上推进乡村数字治理,进一步完善乡村数字治理的规范体系、实现多元主体的良性互动、构建科学合理的监督机制,由此才能规避乡村数字治理所面临的风险,实现乡村全面振兴。
As the fundamental guarantee of rural governance,the rule of law is an inevitable choice to enhance the effec-tiveness of rural governance,and it is of great significance to promote the digital transformation of rural governance.The rule of law can bring rural digital governance into the orbit of the rule of law,ensure the safe use of information technol-ogy with legal regulation,prevent the abuse of information technology with the enforcement of rights and obligations,and then establish a safe,efficient,and intelligent digital governance system.However,the defects in supporting systems,the ambiguous rights and responsibilities of the governance subjects,and the deficient supervision and restriction mecha-nism impede the construction of the rule of law in rural digital governance and hold back the improvement of rural gover-nance efficiency.Therefore,we must promote rural digital governance on the track of rule of law,further improve the nor-mative system of rural digital governance,and realize the benign interaction of multiple subjects and build a scientific and sound supervision mechanism,so as to avoid the risks faced by rural digital governance and achieve all-round rural revitalization.
