摘要
畜牧业的稳定发展是确保我国食物安全和促进乡村振兴的重要基础,作为现代畜牧业发展的“稳定器”,畜牧业保险对于保障畜牧业生产的重要调节作用不容忽视。为了更好地促进畜牧业保险高质量发展,本研究以我国重要的畜牧养殖基地、国家首批农业保险保费补贴试点地区内蒙古自治区为例,通过对内蒙古自治区畜牧业保险发展实践的客观分析,总结我国畜牧业保险发展的特点,探究制约畜牧业保险高质量发展的现实问题。结果表明:我国畜牧业保险已形成“5+”的政府保费补贴品种结构、“牲畜死亡风险”为主要保险责任、“上升”的风险保障与“下降”的保险费率水平、“高比例”政府保费补贴的发展特点,但同时存在财政补贴品种少、风险保障能力低和保险机构经营风险高等问题。鉴于此,笔者从增加保费补贴品种、拓宽风险保障范围、提高保险机构经营可持续性等角度提出完善我国畜牧业保险制度、促进畜牧业保险高质量发展的政策建议。
The stable development of animal husbandry is an important foundation for ensuring national food security and promoting rural revitalization.As the"stabilizer"of modern animal husbandry development,animal husbandry insurance plays an important regulating role in ensuring animal husbandry production.In order to promote the high-quality development of livestock insurance the author took Inner Mongolia Autonomous Region,an important animal husbandry base and the first pilot area of agricultural insurance premium subsidy in China,as an example to analyze the development practice of animal husbandry insurance in Inner Mongolia Autonomous Region.The results showed that China's livestock insurance had the characteristics of forming a"5+"govemment premium subsidy variety structure,taking the risk of livestock death as the main insurance liability,the"rising"level of risk protection versus the"falling"lever of premium rates,and a high proportion of govermment premium subsidies.But at the same time,there were problems such as few varieties of financial subsidies,insufficient risk guarantee ability and high operationalrisk of insurance institutions.In view ofthis,the author put forward policy suggestions to improve China's animal husbandry insurance system and promote the high-quality development of animal husbandry insurance from the perspectives of increasing the variety of premium subsidies,broadening the scope of risk protection,and improving the operational sustainability ofinsurance institutions.
