摘要
目的对目前职业卫生技术服务现状进行重点分析,为职业病危害因素防治工作的部署与开展提供可靠依据。方法选取2021年1—12月期间山东省运营的50家职业卫生技术服务机构为研究对象,调查分析其职业卫生技术服务的各方面情况。结果研究对象中甲级单位3家、乙级单位26家、丙级单位21家;其中25家为卫生系统事业单位,17家为民营机构,8家为国有企业或其他事业单位。研究对象中总共有1600人,甲级机构人员中高级职称高于乙、丙级,卫生系统事业单位的中高级职称人员高于其他两类机构,差异有统计学意义(P<0.05)。甲级机构主要开展职业病危害评价业务,乙级机构有96.77%职业病危害评价业务,丙级只有28.0%开展了职业病危害评价业务。民营机构可开展职业病危害评价业务,卫生系统事业单位所占比例只有40.0%。本省2021年度开展的职业卫生技术服务工作,总共有20145项目,其中民营机构承担了72.17%。结论对于本省而言,其职业卫生技术服务能力普遍不够,对于丙级机构及民营机构,卫生部门应加强监督与指导。同时,疾控中心应立足于现实,积极革新思路,找到自身定位,对职业病防治体系进行完善,增加经费投入,注重人才培养,积极储备所需素质,进一步提高职业病危害因素的检验检测技能,从而为社会大众提供更佳的服务。
Objective To provide a focused analysis of the current status of occupational health technical services to provide a reliable basis for the deployment and implementation of occupational disease hazard factors prevention and control.Methods 50 occupational health technology service institutions operating in Shandong Province from January to December 2021 were selected as the research subjects,and investigated and analyzed the various aspects of their occupational health technology services.Results Among the research subjects,there are 3 Grade A units,26 Grade B units,and 21 Grade C units;Among them,25 were health system institutions,17 were private institutions,and 8 were state-owned enterprises or other institutions.There were a total of 1600 participants in the study.The senior profes-sional titles of personnel in Grade A institutions were higher than those in Grade B and C.The senior professional titles of personnel in health system institutions were higher than those in the other two types of institutions,and the dif-ference was statistically significant(P<0.05).Grade A institutions mainly carry out occupational disease hazard assess-ment business,while Grade B institutions have 96.77%of occupational disease hazard assessment business,while Grade C institutions have only 28.0%of occupational disease hazard assessment business.A total of 20145 projects of occupational health technical services were carried out in 2021 of this province,of which 72.17%were undertaken by private institutions.Conclusion For this province,its capacity of occupational health technical services is gener-ally insufficient,and the health department should strengthen supervision and guidance for C-level institutions and private institutions.At the same time,the CDC should be based on reality,actively innovate ideas,find its own posi-tion,improve the occupational disease prevention and control system,increase financial investment,focus on person-nel training,actively reserve the required quality,and further improve the testing and detecti
