摘要
党内法规学是以中国共产党党内法规、党内法规现象及其发展规律为研究对象的新兴交叉学科。随着新时代党内法规制度建设进入高质量发展阶段,党内法规学学科建设必然面临体系化要求。推进学科体系化是适应新时代党内法规制度建设全方位推进,实现党内法规学科高质量发展的必然要求;是统筹配置学科资源,建设世界上独一无二的党内法规学的有力举措。党内法规学学科体系是党内法规实践逻辑、理论逻辑和学科逻辑综合作用的产物,主要包括党内法规学原理、党内法规史学、党章学、党的领导法规学、党的建设法规学、党的保障法规学、军事党内法规学等子学科。为加快构建与依规治党实践相适应的党内法规学学科体系,我们必须深刻认识党内法规学作为一级学科的应有定位,正确把握党内法规学与其它学科的相互关系,加强党内法规学学科发展规划和统筹建设,加快构建中国自主的党内法规知识体系。
The discipline of intraparty rules and regulations is a new cross-discipline which takes the phenomenon of intraparty rules and regulations(the IRR)of the CCP and their law of development as the research object.With the construction of the IRR entering the stage of high-quality development in the new era,the Discipline is bound to face the requirements of systematic construction.To promote the systematization of disciplines,is an inevitable requirement to adapt to the omni-directional promotion of the IRR construction in the new era and to realize the high-quality development of the Discipline.It's also a powerful measure to allocate discipline resources and to build the unique Discipline in the world.The Discipline system is the product of the comprehensive action of practical logic,theoretical logic and discipline logic of the IRR.It mainly includes the IRR principles,the IRR history,the party constitutions,the IRR of party leadership,the IRR of party construction,the IRR of party guarantee,the military IRR and other sub-disciplines.In order to speed up the construction of the Discipline system adapted to the practice of governing the party according to rules,we must deeply understand the due orientation of the Discipline as a first-tier discipline,and correctly grasp the relationship between the Discipline and other disciplines,strengthen the development planning and overall construction of the Discipline,and speed up the construction of China's independent knowledge system of the IRR.
