摘要
开展慈善医疗救助项目评价可以提高项目服务质量,一方面有利于实现项目目标、提高项目社会效益和理清项目未来发展方向,另一方面对于提升慈善组织的自身建设和社会公信力、推动慈善事业的发展具有重要意义。文章在梳理了我国慈善医疗救助项目评价研究现状的基础上,分析了我国慈善医疗救助项目评价研究遇到的3个主要问题:一是项目评价意识薄弱,经费保障困难;二是项目多为内部评价,缺乏第三方评价;三是项目评价人才稀缺,评价缺乏专业性。并针对性地提出了如下建议:加强法律法规建设,提高评价意识;引入第三方评价,保证结果客观性;培养专业型项目评价人才,促进评价能力。
The evaluation of charitable medical assistance programs can improve the service quality of programs.On the one hand,it is conducive to achieving program objectives,improving social benefits and clarifying the future development direction of the program.On the other hand,it is of great significance to enhance the self-construction and social credibility of charitable organizations and promote the development of philanthropy.Based on this,this paper combs the current situation of the research of charitable medical assistance program evaluation in China,and analyzes three main problems encountered in the evaluation and research of charitable medical assistance programs in China.Firstly,the consciousness of program evaluation is weak,so it is difficult to guarantee the funding;secondly,the program is mostly internal evaluation with lack of third-party evaluation;thirdly,talents for program evaluation are insufficient and the evaluation lacks professionalism.Following suggestions are put forward.The construction of laws and regulations should be strengthened and the awareness of evaluation should be improved;the third-party evaluation should be introduced to ensure objective results;professional talents for program evaluation should be cultivated to promote ability of evaluation.
