摘要
林长制是强化生态文明建设党政领导主体责任的必然选择,是落实森林资源保护发展考核问责的机制创新。以林业信息化推动林业管理现代化,将有效加快建立林草综合治理体系,提升林草治理现代化的水平。本文从政策保障、制度标准、专项资金、网络部署、集约建设、终端配置以及安全运维等方面总结驻马店市林长制信息化建设基础,分析林长制信息化建设存在的难点问题,提出林长制智慧管理平台建设思路和建设要点,以期通过机制创新和科技创新,助力地方林长制加快推进林业治理体系和治理能力现代化,加快政府职能转变、治理能力提升。
The Forest Chief System is not only an inevitable choice to strengthen the responsibility of the party and government leaders in the construction of ecological civilization,but also a mechanism innovation to implement the assessment and accountability of forest resources protection and development.Promoting the modernization of forestry management through forestry informatization will effectively accelerate the establishment of a comprehensive forest and grass management system and enhance the strategic decision-making level of modernization of forest and grass management capabilities.In this paper,the present foundation of Zhumadian city Forest Chief System informatization construction was summarized from the aspects of policy guarantee,system standard,special fund,network deployment,intensive construction,terminal configuration and safe operation and maintenance,the existing difficult problems were analyzed,and the construction ideas and key points of the Forest Chief System intelligent management platform were put forward,so as to help local Forest Chief System to accelerate the modernization of forestry governance system and governance capacity,accelerate the transformation of government functions and improve governance capacity through mechanism innovation and technological innovation.
