摘要
数字乡村是乡村振兴的战略方向和必然选择。本文旨在以乡村振兴为出发点和落脚点,系统分析数字技术赋能乡村振兴的内在机理、困境困难和实施路径。数据正成为新型生产要素,并与农业农村生产深度融合,实现了农业生产过程智慧化,催生了全新的农业生产业态,助力农民收入提高收入水平和“新农民”回流入村。数字化乡村政务服务使得资源的城乡分布更加均衡和普惠。数字赋能还提高了乡村生态监管效用,为农村人居环境科学治理提供创新解决方案。当前,数字环境城乡间发展不平衡和不均等的问题依然突出,农村网络基础设施性能和网络全村覆盖率尚待提高。数字化乡村发展仍然存在技术短板、数据孤岛化、城乡数字鸿沟、农村数字化人才匮乏和资金供给不足等问题。未来,要从加强数字基础设施建设、推动城乡平衡发展、促进数字技术与乡村精准匹配、加强农村数字化人才培养等多方面发力,才能真正实现以数字技术赋能乡村全面振兴。
Digital village is a strategic direction and inevitable choice of rural revitalization.This article system⁃atically analyzes the internal mechanism,difficulties,and implementation path of digital technology empower⁃ing rural revitalization.Data is becoming a new type of production factor and deeply integrated with agricultural and rural production,helping achieve intelligent agricultural production processes,gives birth to new agricultur⁃al production formats,and helps farmers improve their income and“new farmers”return to villages.Digital ru⁃ral government services make the urban-rural resource distribution more balanced and inclusive.Digital em⁃powerment has also improved the effectiveness of rural ecological regulation and provided innovative solutions for the scientific governance of rural living environments.Currently,the issue of uneven development between urban and rural areas in the digital environment is still prominent,and the rural network infrastructure and the coverage rate of the entire village still need to be improved.The development of digital rural areas still faces problems such as technological shortcomings,data isolation,urban-rural digital divide,shortage of digital tal⁃ents in rural areas,and insufficient funding supply.In the future,efforts should be made to strengthen digital in⁃frastructure construction,promote balanced urban-rural development,promote precise matching between digi⁃tal technology and rural areas,and strengthen the cultivation of digital talents in rural areas,in order to truly achieve the comprehensive revitalization of rural areas empowered by digital technology.
