摘要
论文以法国、意大利和罗马尼亚三国为例,深入探究欧盟对海外侨民的社会保护特征。认为当今时代跨国移民快速发展,对海外侨民的社会保护愈益引起祖籍国的高度关注。社会保护内容主要包括失业、养老金、医疗健康、家庭福利、经济救助五大领域。法、意、罗三国的侨民社会保护虽各有特点,但在国家战略上都非常重视侨民价值,构建有广泛而强大的侨民基础设施。它们在完善基础设施建设、促进协助侨民获得社会保护、整合民间社会力量参与、加强多边与双边社会保护协作等方面的实践经验,对于推进新时代中国海外侨胞的社会保护具有重要借鉴意义。
With international migration surging in today’s world,social protection for diasporas has increasingly drawn an attention from migrants’home countries.Taking France,Italy and Romania as examples,this paper explores the experiences in the EU.Although each of the three countries provides social security and consul protection to its diaspora in its own way,they share one thing in common,namely,recognition of the diaspora’s strategic value in national interests,for which they have constructed extensive and powerful infrastructure.Their efforts in promoting and assisting their diaspora to participate and integrate into the local civil society as well as increasing multilateral and bilateral cooperations across national borders may be exemplar for China to learn to improve social protection for overseas Chinese in a new era.
