摘要
选取福建省将乐县和沙县为对象,通过分析三明市林业碳票价格形成机制和市场交易体系,并结合实地调研成果和问卷分析报告,从经济效益和生态效益2个角度出发总结三明市林业碳票改革产生的成效,理清三明市林业碳票交易运行模式。针对三明市林业碳票改革过程中产生的林业经营规模化受阻、权益分配机制尚未完善等问题,提出加大融合主体培育、密切利益联结机制的建议,扩大林业碳票制度在全国的适用范围,以推动“双碳”目标加速实现。
Jiangle County and Shaxian County in Fujian Province were selected as the objects.By analyzing the price formation mechanism and market trading system of Sanming’s forestry carbon bill,and combining the field research results and questionnaire analysis report,the results of the forestry carbon bill reform in Sanming were summarized from the perspective of economic benefits and ecological benefits,and the operation mode of Sanming’s forestry carbon bill trade was clarified.In view of the problems such as the obstruction of forestry business scale and the imperfect equity distribution mechanism in the process of forestry carbon bill reform in Sanming City,proposing to increase the cultivation of integration subjects and close the interest connection mechanism,expand the application scope of forestry carbon bill system in the country,so as to accelerate the realization of carbon peaking and carbon neutrality goals.
