摘要
社会救助是增进民生福祉和促进共同富裕的基础性制度安排,百年来中国共产党始终践行全心全意为人民服务的根本宗旨,团结带领广大人民着力推动社会救助制度的创建与发展,为人民解放、国家发展和民生幸福提供了有力保障。新发展阶段中国共产党完善社会救助制度要坚守人民至上立场,深化社会救助理念,围绕党和国家中心任务,尊重民生建设规律,抓实社会救助责任,不断提高党的领导水平和社会救助能力,推进中国特色社会救助事业实现高质量发展。
Social assistance is a basic institutional arrangement to improve people’s well-being and promote common prosperity.Over the past century,the Communist Party of China has always practiced the fundamental purpose of serving the people wholeheartedly,united and led the people to promote the establishment and development of social assistance system,which provides a strong guarantee for people’s liberation,national development and people’s well-being.In the new era,to improve the social assistance system requires that the Communist Party of China should adhere to the people-first position,deepen the concept of social assistance,and respect the law of people’s livelihood construction by focusing on the central tasks of the party and the state.It also requires that the CPC should pay close attention to the responsibility of social assistance,constantly improve the party’s leadership and social assistance ability,and promote the social assistance cause with Chinese characteristics to achieve high-quality development.
