摘要
基于中国售电侧改革政策,采用2009-2020年30个改革试点(不含西藏自治区)面板数据,构建空间DID模型对比分析了各试点售电侧改革对空间关联区域绿色全要素生产率的影响。研究表明:售电侧改革通过要素流通、产业升级、政策学习机制促进空间关联区域绿色发展;同时通过政绩竞争、示范-模仿、生产关联及社会监督效应助力本省绿色发展。文章精准识别售电侧改革绿色效应溢出机制,为构建统一开放、竞争有序的电力市场提供经验证据。
Based on the reform policy of China’s electricity supply side,using the panel data of 30 reform pilots(excluding Tibet Autonomous Region)from 2009 to 2020,this paper constructs a spatial DID model to compare and analyze the impact of each pilot electricity supply side reform on the green total factor productivity of spatially related regions.Research has shown that the market-oriented reform of electricity supply has a positive spillover effect on the green development of spatially related regions through factor circulation,industrial upgrading,and policy learning mechanisms;At the same time,it promotes green development in the province through performance competition,demonstration imitation,production linkage,and social supervision effects.This paper accurately identifies the green effect spillover mechanism of the electricity supply side reform,and provides empirical evidence for building a unified,open and orderly competitive electricity market.
