摘要
生物医药产业作为战略性新兴产业蓬勃发展,行业细分度日益明显。不同生物医药建设项目对环境影响的程度出现明显差异,与《建设项目环境影响评价分类管理名录》存在不适应性。杭州市首次提出生物医药产业实验室级生产的概念,明确了作为实验室级生产的适用范围和适用条件,提出生物医药产业实验室生产的环境准入改革措施,并取得良好效益。
As a strategic emerging industry,the biomedical industry is booming,the degree of industry segmentation is becoming increasingly obvious.The degree of environmental impact of different biomedical construction projects is obviously different,which is incompatible with the"Classification and Management Directory of Environmental Impact Assessment of Construction Projects".Hangzhou puts forward the concept of laboratory-level production in the biomedical industry for the first time,clarified the scope and conditions of application as laboratory-level production,and proposed environmental access reform measures for laboratory production in the biomedical industry,and achieved good benefits.
