摘要
基于耕地质量总体较低的现状,研究提出从经济补偿的角度激励微观耕地利用主体采取保护性措施保护及提升耕地质量。本文运用文献分析法对耕地质量内涵进行梳理总结,指出耕地质量包括耕地本底质量、耕地利用管理质量、耕地经济质量及耕地生态美学质量四方面。由于耕地本底质量更易受微观耕地利用主体行为的影响,因此从成本费用视角,运用成本法构建了耕地质量保护与提升经济补偿标准理论模型,并选择典型区域进行实证。结果表明,成本费用视角下测算的补偿标准是耕地质量保护与提升经济补偿标准的下限,其主要由服务购买型费用和非购买型费用组成。研究表明:研究区每年耕地经济补偿标准为2 185.65元/hm2,比该区域现有实际地力补贴标准高出至少30%,难以弥补区域微观耕地利用主体耕地质量保护与提升成本支出。本研究从成本费用视角充实了耕地保护理论基础,模型构建思路扩展了耕地质量保护补偿标准测算方法体系,研究结果可为国家或地方政府调整耕地质量保护政策及地力补贴标准提供参考。
Given the fact that the quality of cultivated land is overally low,this paper proposes to encourage micro-cultivated land utilization subjects to protect and improve the quality of cultivated land by taking protective measures from the perspective of economic compensation.Firstly,the connotation of cultivated land quality was summarized by adopting literature analysis method,and it was pointed out that cultivated land quality includes four aspects:cultivated land background quality,cultivated land utilization and management quality,cultivated land economic quality and cultivated land ecological aesthetic quality.Since the background quality of cultivated land is more likely to be affected by the behavior of microcultivated land utilization subjects,this paper constructed the theoretical model of cultivated land quality protection and improvement by using cost method,and a typical region was selected for demonstration.The results show that the compensation standard measured from the perspective of cost is the lower limit of the economic compensation standard for cultivated land quality protection and improvement,which is mainly composed of service purchase expenses and non-purchase expenses.The empirical results indicate that the annual economic compensation standard of cultivated land in the study area is 2185.65 yuan/ha,which is at least 30%higher than the current standard of actual land subsidies in the region,and it is difficult to cover the expenses used by regional micro-cultivated land users for the quality protection and improvement of cultivated land.This study has enriched the theoretical basis of cultivated land protection from the perspective of cost,and the method system of calculating compensation standards for cultivated land quality protection.was also expanded with its idea of model construction.The research results can provide a reference for national or local governments to adjust cultivated land quality protection policies and land capacity subsidy standards.
