摘要
研究目的:优化湖南省全域土地综合整治实施路径,为相应政策制定提供决策参考。研究方法:文献法、归纳演绎法、案例法。研究结果:(1)湖南省全域土地综合整治项目推进中存在着利用自身资源潜力筹集项目资金存在较多制约、现有政策对提高地方的积极性有限的问题;(2)在组织保障、资金支持、制度供给方面,浙江、湖北、四川、上海四个省(市)的一些做法可以提供一定的启示和借鉴。研究结论:为更好推进全域土地综合整治,湖南省可以通过以下几个方面改进该项工作,在省级政府层面加强工作统筹,进一步创新制度供给,加大资金统筹力度,强化机制保障,鼓励探索不同的整治模式。
Research purpose:To optimize the implementation path of comprehensive land consolidation in Hunan Province and provide decision-making reference for corresponding policy formulation.Research methods:literature review,induction and deduction,and case study.Research results:(1)There are many constraints in utilizing the potential of its own resources to raise project funds in the promotion of the comprehensive land consolidation project in Hunan Province,and the existing policies have limited enthusiasm for improving local governments;(2)In terms of organizational security,financial support,and institutional supply,some practices of the four provinces or cities of Zhejiang,Hubei,Sichuan,and Shanghai can provide certain inspiration and reference.Research conclusion:In order to promote comprehensive land consolidation in the entire region,Hunan Province should improve such following aspects:strengthening work coordination at the provincial government level,further innovating institutional supply,increasing funding coordination efforts,strengthening mechanism guarantees,and encouraging the exploration of different consolidation.
