摘要
作为我国国土的重要组成部分,无居民海岛在生态保护、经济社会及国防军事等方面都具有重要的价值。无居民海岛生态保护红线的划定将对推动海岛生态安全和合理利用起到积极作用。本文概述了划定无居民海岛生态保护红线的背景依据,分析提出了无居民海岛生态保护红线的内涵及划定原则、思路、技术路线和管控规则,对红线内无居民海岛实施分级分类管控,并从制度建设、监管强化和评价考核等方面提出针对性的管控建议,为无居民海岛生态保护红线划定和管控工作提供参考。
As important parts of Chinese sovereignty,uninhabited islands are of vital value for ecological protection,national economy and defense.Therefore,the defining of ecological protection redline for uninhabited islands will play a positive role in ecological security and rational utilization of islands.This paper first introduces the background of the defining of ecological protection redline for uninhabited islands.Then by analyzing the connotation of the redline,it puts forward the principles,line of thought,technical routes and control rules for the defining work.It is advised to implement hierarchical and classified control over uninhabited islands within the redline.It also makes targeted suggestions from the aspects of system construction,supervision strengthening,evaluation and assessment,which are supposed to provide reference for the defining and control of ecological protection redline for uninhabited islands.
