数字经济对城市生态环境的影响机理及异质性分析 被引量:3

An Analysis of the Impact Mechanism of Digital Economy on Urban Ecological Environment and Its Heterogeneity

摘要 数字经济的发展,极大地降低了传统生产方式对资源的过度耗费,为提升我国绿色技术创新水平,改善城市生态环境,实现经济绿色高质量发展提供了契机。基于2011—2020年我国289个地级市的面板数据,通过构建双向固定效应模型与分组回归模型,验证了数字经济对改善城市生态环境的积极效应以及绿色技术创新在两者关系中的中介作用。研究发现:数字经济通过绿色技术创新显著改善了城市生态环境,但其生态效应存在明显的地区异质性。与财政收入较高的城市相比,数字经济对财政收入较低城市的生态环境改善作用更为明显;绿色技术创新仅在财政收入较高的城市中起到了显著的中介作用。因此,对于财政收入较高的城市,应以企业绿色工艺创新与产品创新为抓手,引导企业加大绿色技术创新投入,才能有效改善生态环境;而对于财政收入较低的城市,应利用有限的财政资源,重点增加数字化转型投入,进而实现绿色高质量发展。 The development of digital economy has greatly reduced the over-consumption of resources in the traditional industrial production model,bringing opportunities to promote green technological innovation,thus improving the ecological environment and high-quality green economic development.Based on the panel data of major Chinese cities at the prefecture level from 2011 to 2020,the positive effect of digital economy on urban ecological environment and the mediating effect of green technological innovation between them were verified by a two-way fixed-effect model and a grouping regression model.The results show that the digital economy has significantly improved the urban ecological environment through green technological innovation.However,there is an obvious regional heterogeneity of the ecological effect.In cities with higher fiscal revenue,the inhibitory effect of digital economy on environmental pollution is more obvious,and the mediating role of green technological innovation on urban development is significant.Therefore,for cities with high fiscal revenue,green process innovation and green product innovation should be the starting points to improve urban ecological environment by guiding enterprises to increase investment in green innovation.For cities with low fiscal revenue,it’s suggested to focus on increasing investment in digital transformation with limited fiscal resources to achieve high-quality green development.
