摘要
境外突发事件分类及分级边界模糊是导致境外中资企业在安全风险评估、应急预案编制、突发事件响应分级等环节存在较大争议的重要原因。通过对比国内突发事件应急管理法律法规、技术标准、国家部委和大型中央企业境外安全管理规定,对境外突发事件的内涵、外延以及分类与分级现状进行系统梳理,据此提出境外突发事件分类、分级标准及其划分方法。
The vague boundary of classification and grading of overseas emergencies is an important reason for bring⁃ing significant controversies in security risk assessment,contingency plan preparation,and emergency response grading in Chinese enterprises overseas.On the basis of comparing the emergency management laws and regula⁃tions,technical codes,as well as regulations of national ministries and large central enterprises on overseas safety management,this paper systematically summarizes the connotation,classification and grading status of overseas emergencies and proposes the classification and grading methods of overseas emergencies and their division basis.
