摘要
科学有效的项目管理是PPP项目成功的关键。从政府方角度出发分析PPP项目管理的复杂性及易出现的问题;基于政府方视角提出PPP项目管理专业保障机制,包括工程监理、项目管理(PM)以及全过程工程咨询模式;从合同、费用、绩效考核三方面保障PPP项目管理的有效性,从而加强政府方对PPP项目的有效监管,保障PPP项目的顺利实施。
Scientific and effective project management is the key to success in public-private-partnership(PPP) projects.This paper analyzed the complexity of PPP project management and problems prone to occur from the perspective of the government;presented a professional guarantee mechanism for PPP project management from a governmental angle of view,including project supervision,project management(PM) and a model of whole-process engineering consulting;ensured the validity of PPP project management in the aspects of contracts,expenses and performance appraisals,so as to strengthen the effective administration of PPP projects by the government and guarantee the successful implementation of PPP projects.
