摘要
新时代东北振兴蓄势待发。民营经济是市场经济发展的重要力量,大力鼓励和支持民营经济发展壮大,是东北地区推动经济增长、激发创新活力、促进对外开放、实现全面振兴新突破的必要举措。近年来东北地区民营经济发展速度明显加快,但在企业规模和整体实力上与发达省份相比还存在较大差距。东北地区民营经济亦存在体制机制、经济结构、开放合作、思想观念四个方面的短板制约。东北地区民营经济发展破局,要从补齐短板入手。一是改革体制机制,按照公开、公平、公正的原则推进市场经济体制建设,在要素获得和市场准入方面对各类市场主体一视同仁;二是优化产业结构,承接东部地区产业转移,形成国有经济和民营经济集群式协同发展模式;三是扩大对外开放,加快打造东北海陆大通道,推动建设“中俄蒙经济走廊”和“中日韩自贸区”;四是转变思想观念,以法治化为抓手,以数字化、阳光化推进营商环境一体化建设。
Encouraging and supporting private sector development is crucial for promoting economic growth,innovation,openness,and revitalization of the Northeast region.Although the private economy in Northeast region has experienced substantial growth in recent years,there still exists a notable gap in scale and strength when compared to developed provinces.Therefore,it is essential to address several key issues to boost the private economy in this region,namely institutional mechanisms,economic structure,openness,and ideology.Firstly,institutional mechanisms must be reformed to establish a market economy that is open,fair,and just.In which all participants have an equal access to resources and markets.Secondly,the industrial structure is necessary to be optimized by encouraging the transfer of industries from eastern China to the region and promoting coordinated development between state-owned enterprises and private businesses.Thirdly,it is crucial for expanding openness to the outside world by accelerating the construction of Northeast Sea and Land Corridor and promoting the development of the China-Russia-Mongolia Economic Corridor and the China-Japan-Korea Free Trade Zone.Lastly,a shift in ideas and concepts,along with improvements to the business environment,is required.
