摘要
现有的绩效综合评价模型在结合隐性成本确定综合评价指标时,容易受到复杂制约因素的影响,导致其潜在变量建构可信度较低,因此需要设计一种全新的建设工程质量安全监督管理绩效综合评价模型。以项目成本约束为基础,获取工程项目绩效特征,确定绩效综合评价关键因素,再输出建设工程质量安全监管绩效评价指标,得到有效的评价指标体系,结合评价指标的适用性生成安全监管绩效综合评价模型。实例分析结果表明,设计的综合评价模型的潜在变量可信度较高,评价效果较好,具有高度评价拟合性与实际应用价值,可以作为后续建设工程监管的参考。
When the existing comprehensive performance evaluation model is combined with the hidden cost to determine the comprehensive evaluation index,it is easy to be affected by complex constraints,which leads to the low credibility of its potential variable construction,therefore,it is necessary to design a new comprehensive performance evaluation model for the quality and safety supervision and management of construction projects.Based on the project cost constraint,obtain the performance characteristics of the project,determine the key factors for comprehensive performance evaluation,and then output the construction project quality and safety supervision performance evaluation indicators to obtain an effective evaluation indicator system,combined with the applicability of the evaluation indicators,generate a comprehensive performance evaluation model for safety supervision and management.The case analysis results show that the designed comprehensive evaluation model has high reliability of potential variables,good evaluation effect,high evaluation fit and practical application value,and can be used as a reference for the follow-up construction project supervision.
